Indoor Rules and Regulations as of March 17, 2010.

1.0  General

1.1   A copy of the current Rules and Regulations shall be made available to Members whose teams are participating in the Kingston Women’s Soccer Club, hereafter the KWSC.  The League Executive shall inform Members of any changes to the Rules and Regulations within seven (7) days of their adoption and a consolidated copy of the amended Rules and Regulations, if any were adopted during the year, shall be provided to Members at the subsequent AGM.

2.0  Registration

2.1 Registration deadline for returning teams will be stated when the indoor budget is presented.  This date will be on or about the third Friday of August.    Those teams returning to play in the indoor session will have their "place" guaranteed up to the registration deadline; new teams will then have the opportunity to register after that date.

2.2 All players must complete  KWSC triplicate registration forms before participating in any games.  The completed and signed registration forms must be submitted to the KWSC Registrar (or an executive member appointed by the registrar) by the date stated on the budget.    The registrar will then distribute the white copy to SOSA and keep the yellow copy for KWSC's records.  It will be a minimum of  two weeks prior to the first scheduled game of the season.  
     Teams who have not submitted their forms by the deadline stated on the budget will be fined $50.00 and may face forfeiting their first game.
     Members are not insured until the paperwork has been completed and processed by both KWSC and SOSA.  Players must also register on line through the KWSC website prior to playing their first scheduled game.   Players without a team will be assigned one by the KWSC Tier Director if possible.

2.3 Teams have up to end of the third week of regular season play to register any additional players on their roster.  These additional players must also complete and sign registration forms and present them to either The KWSC Registrar or directly to the SOSA Office a minimum of 48 business hours prior to playing.  These players must also  register on line with KWSC prior to playing.  After the third week of play the registration will be closed to additional players. 

**** Any teams that play a non-registered player faces a $1500.00 fine from SOSA.  No exceptions will be made.****

2.4 After the third week of play, teams must submit a written request to the president and vice president to register additional players to their roster.  The executive will make the final decision if they will be permitted. 

2.5 There will be a deposit amount required to secure each team's registration with the  club.  This amount will be outlined in the budget and will be nonrefundable.

2.6 All teams will make an advance payment of 15 x $16.50 per player - to be applied to the OSA fees on or before the date stated on the budget.  A refund will be issued if a team does not register 15 players.

2.7 The second indoor payment will be 50% of the registration and shall be paid by the date stated on the budget.

2.8 The final payment shall be paid by the date stated on the budget.  Failure to meet the final deadline will result in forfeiting games until payment is received in full.

2.9 A team playing an unregistered player will forfeit the game and be fined $50.00.

2.10 The number of players per one team in indoor play is 16.

2.11 Teams must supply the KWSC with more than one contact per team.  A minimum of two will be accepted.

2.12 The KWSC Executive will accept 1 check from each team.  Personal checks from  individual players will not be accepted.

2.13 The Treasurer shall report delinquent members to the Executive. The Executive may forfeit their membership if fees are not paid by the third game.

2.14 a)  In indoor play, a player may be registered and play in 2 Tiers IF the player is a goalie on one of the teams.  Only a goalie may register on 2 teams.  They may play nets for 1 team and out for 1 team, but they must be a goalie on one of the teams. 
        b) If the situation arises where a player wishes to play out on 2 teams, the team must ask special permission from the executive before the player may sign with the second team.   Note that the 2 teams must be only 1 division apart for the executive to consider such a request.  The request must be submitted in writing.

2.15 Youth teams wishing to participate within the league will be permitted to play on a per space basis.  A youth team, for these purposes, will be defined as a team whose majority is under the age of 18.  Women’s teams will take precedence when determining the Tiers.  Player's must be 16 in the year that they wish to play.  Parent consent for anyone under 18 is required.

2.16  Teams who have played in the previous KWSC indoor session and are in good standing  and have their  league fees paid in full by the registration deadline of the respective fall or winter session in the current year, will be given priority over new teams requesting entry into the league for that session.

2.17 Each team must register a team name.

2.18 All new teams must have their jersey colour approved by KWSC.  Teams wishing to change colors from their existing team colour must have prior approval from the executive.  Teams failing to obtain approval will be fined $250.00.

2.19 A player will play for one team only in tournament competition.

2.20 Each team is limited to registering no more than four (4) competitive players per team; competitive player being a player who has played on a Post Secondary team, or played in a competitive league in the previous season.

3.0 General Rules

3.1 Games will be played in accordance with FIFA Laws of the Game unless  specifically stated by KWSC rules.  These rules are not all inclusive.  Please refer to  Laws of the Game or FIFA.com - The Laws of the Game for further information if needed.

3.2 It is at the discretion of the executive to choose the Tier in which a team will participate both before the season begins and during the season (should a change need to be made).

3.3 The basic compulsory equipment of a player comprises the following separate items:

  • a numbered jersey with sleeves - if undergarments are worn, the colour fo the sleeve must be the same main colour as the sleeve of the jersey.  All jerseys must have a number printed on the back of the jersey.
  • shorts - if undershorts are worn, they must be of the same main colour as the shorts.
  • soccer socks - must cover shinguards entirely
  • shinguards - are made of rubber, plastic or a similar suitable material and provide a reasonable degree of protection.
  • footwear - the footwear shall be appropriate to the indoor game and the playing surface.  Indoor cleats or turf shoes or running shoes are permitted.  Outdoor cleats are not permitted for indoor play.

3.4 Players wearing a soft cast will be permitted to play if the cast does not present a danger to herself or any other playr.  All casts must be adequately padded by suitable material such as foam or "bubble wrap."

3.5 Bandanas nor head sweat bands are allowed.

3.6 Head protectors that are permitted by FIFA are allowed.

3.7 Eyeglasses are allowed if they are sports spectacles and are safe for the players themselves and for other players.  Materials such as metal or glass are not acceptable.  Referees are expected to show common sense and allow spectacles as long as the basic principals of the law are met.

3.8 No item of jewellery of any sort will be allowed on the field of play, even if it is "taped".  This includes but is not limited to necklaces, rings, bracelets, earrings, leather or rubber bands or visible body peircings.  Loose beaded hair is also not permitted unless tied back or covered by a net.
       Exceptions to this interpretations are :

  • smooth wedding bands, which, when the referee is convinced cannot be removed may be taped.
  • Medic Alert Bracelets are Allowed.  Where possible they should be the soft Velcro style which does not present any danger.  If the medical alert bracelet is the normal metal type it should be either covered by a Medic Alert wrist sweatband or any wrist sweatband.  If these are not available, the bracelet should be taped so that it does not dangle on the wrist and present any danger.

3.9 Each team is responsible for the conduct of their players, team officials and supporters.

3.10 Players or team officials assaulting a referee will be suspended immediately until a hearing is held.

3.11 Player substitutions shall be permitted on the fly in indoor play.

3.12 Games shall be played as scheduled.  Requests to reschedule or postpone games must be approved by the scheduler a minimum of 48hrs prior to the game and will be looked at upon time availability.  Both teams involved must contact Scheduler.  Requests to cancel or forfeit a game must be approved by the scheduler 48 hours prior to the game or a fine will be awarded. 

313 A player may play up to three games in a higher tier, at that point, that player must then decide if they will remain on the team in the higher Tier or return to play in the lower Tier.

3.14 In Indoor play, a team must field 4 players in order to play the game.  Teams not fielding 4 players will forfeit the game.  A team forfeiting a game shall be fined the referee fees, which must be paid prior to the next scheduled game.  The score of a forfeited game shall  be entered as 1 – 0 for the team who did not forfeit.

3.15 Loan players are permitted at a maximum of 3 per game per team.  A loan player must be registered with the KWSC and must be playing in a Tier lower than the team for which they will play as a loan player (this meaning, loan players can only play in higher tiers).  Loan players can be used up to a maximum of 8 players (total) for a team.  If you have 5 people show and take 3 loan players and then one of your players shows up late.  Either your player cannot play or you must release one of the loan players.  Loan Players cannot be used to give a team more than 2 subs on the bench.

3.16 A goalie is considered a loan player unless they are registered on your roster.

3.17 Team bench areas will be 15 meters from the center line. Substitute players, coaches and managers shall be confined to this area.

3.18 Game sheets shall be given to the referee prior to kick off.  Each team must provide for each game,  3 KWSC game sheets.  One for the referee to keep, one for the opposing team to keep and one for their own team to keep.  A team rep shall sign the game sheet.  Only names of players playing in the game shall appear on the game sheet.  If a player does not show, their name shall be crossed off the sheet.  Game sheets can be printed from the website at www.kwsc.info

3.19 A game report must be completed on line by both teams within 48 hours of game completion.  Any "cards" received throughout the game must also be entered on the game report by the team receiving the card(s).  Referees not showing for the game must be reported on the game report.  Failure to submit game reports within 48 hours can result in a fine of $30.00.

3.20 If a Referee decides to abandon a game at any time due to the actions of    players, officials or spectators/supporters of a Team, the said Team shall be deemed to have forfeited the game. The game shall be automatically awarded to the opposing Team by the score of 1-0 or the actual score at that time whichever is more advantageous to the opposing Team. The players and the Team Officials will be subject to a disciplinary hearing and will be assessed penalties that the Discipline Committee imposes in accordance with OSA Published Rules.

3.21 Should a game be abandoned by the referee prior to the minimum completion time, the KWSC Executive shall determine the outcome.  The minimum completion time for indoor play is 35 minutes OR the discretion of the referee.

3.22 Team officials (manager, coach, trainer) listed on team sheets are subject to the same disciplinary action as players.

3.23 A player arriving late to a game is permitted to play regardless of whether or not the second half has started.

3.24 In indoor play, there will be no stoppage of the clock, unless for an injury that requires the player to be removed from the field, where this action will take longer than 3 minutes, this is determined by the referee.

3.25  If a referee does not attend a scheduled game, the teams may choose to either play the game with a volunteer ref (of whom both teams approve) or play the game in fun and both teams will be awarded a tie.  Due to costs involved and availability at the indoor facility make-up games will be at the discretion of the executive and may not be available at all.

3.26 In all games three points will be awarded for a win, one point for a tie, and 0 points for a loss.

3.27 Tier champions will be determined by:

a) the team with the most points shall be declared the tier winner.

b) a tie shall be broken by going to +/- then to head to head competition and then to goals against.

3.28 Players must play a minimum of 5 scheduled games with a team to be eligible for playoff competition with that team.  Exception to this rule will be made by the executive in writing in advance of playoff competition. 

3.29 In playoff competition, the first place team shall play the last place team, the second place team plays the second last place team, and so on for all playoff games, subject to any first round byes.    

3.30 In playoff competition, where an odd number of teams have been playing in a tier, a different play off schedule will be made.

3.31 If  overtime is required, teams shall play two five minutes sudden death halves.  The first team scoring is the winner.  If there is no winner after sudden death, each team will proceed to five penalty shots per team, followed by sudden death penalty shots if necessary.  Following FIFA laws of the game, the team for shoot outs will consist only of players who are on the field of play at the end of regular time or over time.

3.32 After teams have lost out in the play off rounds, they must request to play exhibition games for the remainder of the season. 

3.33  The Prize Pot will be divided as follows :
          a) 60%  to regular season play
          b) 40 %  to play off play

   Season Play :

  • First Place Winners will be awarded 75 % of the tier's alotted prize pot.
  • Second Place Winners will be awarded 25 % of the tier's alotted prize pot.

   Play Off Play :

  • Winners will be awarded 75 % of the tier's alotted prize pot.
  • Runner-Ups will be awarded 25 % of the tier's alotted prize pot.

   For Example :

$ 75.00 X 34 teams = $ 2550.00 prize pot

Seasonal Play :
   Each tier gets a total of $ 637.50 (2550 divided by 4)

Season Play is 60 % which equals $ 382.50
   1st playce gets $ 286.87 (75% of 382.50)
   2nd place gets $ 95.63 (25 % of 382.50)

Play Off Play is 40 % which equals $255.00
   1st place gets $ 191.25 (75 % of 255.00)
   Runner-Up gets 63.75 (25 % of 255.00)

4.0 Competitions

4.1 Teams shall only play OSA sanctioned teams.

4.2 A team shall receive “playing out” permission from KWSC and the Southeast Ontario Soccer Association, before participating in any out of district games.

4.3 If a team wins the regular season of their Tier two years in a row, the team must advance to the next highest Tier, if applicable.

4.4 If a team places in the final two places of a Tier, the team has the option of moving to the next lowest Tier, if applicable.

5.0 Protests

5.1 All protests shall be submitted in writing to the KWSC Executive not more than 48 hours after the game, with appropriate fee.

5.2 Protests involving individuals shall be made by the individual with a fee of $40.00.

5.3 Protests involving a team must be made by a team member, coach or manager  with a fee of $75.00.

5.4 Any protest that is not submitted in compliance with the above regulations will be ruled out of order and will not be heard.

5.5 All protests will be heard within three weeks unless a later date is agreed to by the parties involved. 

5.6 If the protest is upheld, the protest fee will be refunded. If the protest is denied, the protest fee will be forfeited.

5.7 Parties not satisfied with KWSC decision may appeal to the Southeast Ontario Soccer Association

5.8 In dealing with any Protest, the Club or its Discipline Committee shall take into consideration the possession by the protesting Club or Team of any prior knowledge of the facts or allegations contained in the Protest, which if properly used, might have prevented the Protest.

5.9 The executive may meet, or discuss and vote via email or the telephone when deciding a protest.

5.10 Protests made as a result of a team playing unregistered players may be brought to the attention of the KWSC Executive at any time during the season.

6.0 Discipline

6.1 The KWSC will impose penalties and fines for the following offenses:

First red card – one game suspension

Second red card – two game suspension

Third red card – three game suspension

Fourth red card – hearing prior to participating in any games

A player receiving five cautions will be required to attend a hearing

6.2 SOSA is permitted to impose penalties and fines for the offenses, over above and beyond what the KWSC imposes

A player that receives a red card will sit out the remainder of the game in which they received the card and the following game.  At that point, the player may resume play until SOSA reaches a decision in reference to the incident.

Coed Rules: 

All KWSC standard rules for Indoor Soccer are applicable.  Special additional rules for the Co-ed League are as follows:

7.0 About Players

7.1  a.  Of the 6 players on the field at any one time for one team, a minimum of 3 must  be women.  If there are less than 3 women, the team must play short a player. 

       b.  Of the 6 players on the field at any one time for one team, a minimum of 2 must be men.  If there is less than 2 men, the team must play short a player.

8.0 About Scoring:

8.1  Women are eligible to score at any time in the match.

8.2  Men are eligible to score only if (a) their team has not yet scored in a match, or (b) the most recent goal by their team was scored by a woman on their team.

       The first goal by a team in a match may be scored by anyone on the team.  If a man scores, the next goal by that team must be a "women's goal".  After any goal by a woman, the next goal by that team may be scored by anyone on that team.

       Therefore, there is no time when the next goal must be a "man's goal."  The situation is either "woman's goal" or "anyone's goal."

8.3  If the referee deems a goal scored to be an "own goal" by the defending team, the goal is eligible to count in the score, but it is "gender-neutral: that is to say, it cannot be credited to either gender on the scoring team.

      Note: It must be a genuine "own goal" as determined by the Referee and not the result of an attacking player using a defender as a rebound surface.

9.0 Age Qualifications:

9.1  Men must be in their 35th year and above to be eligible to participate.

9.2  Women must be 16 years of age and above to be eligible to participate.
